Shanghai Issues Technical Guidelines for Steel Structure and Concrete Modular Buildings, Yangtze River Delta Accelerates Improvement of Prefabricated Building Standard System
On March 20, 2026, the Shanghai Municipal Commission of Housing and Urban-Rural Development issued the *Technical Guidelines for Steel Structure Modular Buildings (Trial)* and the *Technical Guidelines for Concrete Modular Buildings (Trial)*, document number Hu Jian Jian Cai [2026] No. 99. The release of these two technical guidelines marks a key step for Shanghai in the standardization of modular buildings, providing unified technical basis for the design, construction, and acceptance of steel structure and concrete modular buildings throughout the city. Meanwhile, Anhui Province issued DB34/T 5392-2026 *Technical Specification for Concrete Modular Buildings* in January 2026. Shenzhen had previously pioneered a “3+2” standard system for modular buildings, achieving standardization for the first time, providing complete professional and technical drawings for both concrete and steel structure modular buildings, and forming a standardized component product library in stages. Hubei Province, effective January 1, 2026, has incorporated prefabricated building requirements into land grant conditions: new housing construction projects in central urban areas of cities with districts must be 100% implemented as prefabricated buildings, with pilot promotion of modular buildings. The intensive release of modular building standards and policies across various regions fully indicates that the industry standardization process is accelerating, providing solid policy support for the high-quality development of the container house and modular building industry.
