Ministry of Housing and Urban-Rural Development Issues the “14th Five-Year Plan” for Construction Industry Development, Prefabricated Construction Becomes Core Direction
On April 7, 2026, the official website of the Ministry of Housing and Urban-Rural Development released the *“14th Five-Year Plan” for Construction Industry Development*, clarifying seven main tasks, including accelerating the synergistic development of intelligent construction and new construction industrialization, improving the construction market operation mechanism, and perfecting the engineering construction organization model. The plan states that by 2035, the quality and efficiency of the construction industry will be significantly improved, and construction industrialization will be fully realized. In terms of vigorously developing prefabricated construction, the plan requires building a standardized design and production system for prefabricated construction, promoting intelligent upgrades in production and installation, expanding the use of standardized components and parts, and improving the comprehensive benefits of prefabricated construction. At the same time, the plan proposes actively promoting the application of prefabricated decoration methods in commercial housing projects, popularizing technologies such as separated pipelines and integrated decoration, promoting integrated modular building components, and cultivating a number of prefabricated construction production bases. The plan also emphasizes strengthening research on core technologies for construction robots, focusing on promoting the application of construction robots that support prefabricated construction.
